Caminhos da reforma agrária: assentamentos e direitos sociais
Este trabalho tem por objetivo estudar os desafios enfrentados pelos trabalhadores nos
momentos que sucedem a posse da terra, partindo do pressuposto de que a luta pela terra
possui dois momentos bem demarcados. O primeiro é o de organização, mobilização e
ocupação da terra. Este momento termina com a efetivação da posse. O segundo momento
começa com a posse da terra e todos os desafios que surgem a partir daí: a construção da casa,
o plantio e a colheita, a comercialização e a luta pela efetivação de serviços básicos de saúde,
educação, transporte e tantos outros. A motivação maior para estudar esta questão é a
percepção de que não há uma continuidade em efetivar direitos sociais quando ocorre o
assentamento dos trabalhadores sem terra. Este fato demonstra, por sua vez, os entraves
encontrados na realização da Reforma Agrária no Brasil. De fato, esta questão reflete a lógica
do sistema econômico que possui a hegemonia das relações não somente econômicas, mas
também sociais. A metodologia utilizada para a construção deste artigo foi a pesquisa
bibliográfica, direcionada pelo método crítico-dialético.
This work aims to study the challenges faced by workers in the moments that follow land
tenure, assuming that the struggle for land has two moments well demarcated. The first is the
organization, mobilization and occupation of the land. This moment ends with the realization
of possession. The second stage begins with ownership of the land and all the challenges that
arise from there: house construction, planting and harvesting, marketing and struggle for the
realization of basic health services, education, transportation and many others. The main
motivation to study this issue is the perception that there is not continuity in effecting social
rights when the settlement of landless workers occurs. This demonstrates, in turn, the
obstacles faced in implementation of Land Reform in Brazil. In fact, this issue reflects the
logic of the economic system that has not only the hegemony of economic relations, but also
social. The methodology used for the construction of this article was bibliographical research,
directed by critical-dialectical method.
