O estado e seu inter-relacionamento com o capital: reflexões sobre o "comitê executivo da burguesia"

O presente estudo trata do papel do Estado na reprodução do capital. Tem como objetivo explicitar o inter-relacionamento da esfera estatal com a dinâmica econômica em contextos distintos: desde a acumulação primitiva do capital até a conjuntura contemporânea em que se tem uma crise inédita. Com base na história, expõe-se a gênese do Estado como produto das relações sociais assentadas sob a base da propriedade privada, sua função social, suas diferentes formas de atuação nas sociedades de classes pré-capitalistas (asiática, escravista e feudal) e suas intervenções na sociabilidade burguesa de ontem e de hoje. Por meio da pesquisa bibliográfica, recorrendo-se a autores da tradição marxista, abordam-se os fundamentos ontológicos do Estado em sua configuração moderna e demonstra-se sua complementariedade ao capital. As informações que seguem permitem a conclusão de que o Estado atua de distintas formas, mas a sua essência, isto é, seu conteúdo de classe, permanece inalterável. O Estado, em meio à luta de classes, se organiza ao longo do tempo para melhor atender às demandas reprodutivas do sistema capitalista, preservando, por meio de estratégias diversificadas, os interesses da classe econômica e politicamente dominante – daí ser ele o "comitê executivo da burguesia".
The present study deals with the role of the State in the reproduction of capital. It aims to make explicit the interrelationship of the state sphere with the economic dynamics in different contexts: from the primitive accumulation of capital to the contemporary conjuncture in which there is an unprecedented crisis. Based on history, the genesis of the State is exposed as a product of social relations based on private property, its social function, its different forms of action in pre-capitalist class societies (Asian, slave and feudal) and their interventions in the bourgeois sociability of yesterday and today. Through bibliographic research, using authors from the Marxist tradition, the ontological foundations of the State in its modern configuration are approached and its complementarity with capital is demonstrated. The information that follows allows the conclusion that the State acts in different ways, but its essence, that is, its class content, remains unchanged. The State, in the midst of the class struggle, organizes itself over time to better meet the reproductive demands of the capitalist system, preserving, through diversified strategies, the interests of the economic and politically dominant class - hence it is the "executive committee of the bourgeoisie".
