Entre a repressão e a assistência: a administração da pobreza pelo estado burguês

O presente trabalho de conclusão de curso (TCC) tem como tema: Entre a repressão e a assistência: a administração da pobreza pelo Estado Burguês. Objetiva compreender como a pobreza é administrada pelo Estado capitalista usando meios que vão desde a repressão até à assistência. A partir deste tema, a pesquisa possui um caráter bibliográfico com abordagem qualitativa e foi pautada na direção teórica do materialismo histórico-dialético de Marx. A discussão abordará a gênese da pobreza e sua particularidade na sociedade capitalista tendo em vista a importância do tema e sua incidência na história das sociedades bem como a necessidade de entender o fenômeno do pauperismo como intrínseco ao modo capitalista de produção, é importante salientar que a sociedade se modifica ao longo dos anos gerando diferentes concepções no modo de perceber essa pobreza o que interfere diretamente na forma como tal problemática é enfrentada. Partindo da concepção de que o Estado administra paliativamente esta pobreza procura-se responder aos questionamentos em torno de como ocorre essa forma de administrar paliativamente e qual a lógica por trás dela. Sabe-se que a administração do Estado inclui a repressão e a assistência. A pesquisa visa contribuir para a compreensão acerca de como o Estado burguês administra a pobreza apenas para mantê-la sobre controle, amenizando-a, mas nunca tratando de eliminá-la, já que esta é funcional e necessária ao capital e não cabe ao Estado o papel de erradicá-la para não pôr em risco sua existência como complexo social da ordem burguesa, responsável por reproduzir as condições para a continuidade e reprodução desta mesma ordem. Neste tipo de sociedade a pobreza nunca vai findar, e os instrumentos dos quais se utiliza o Estado para seu enfrentamento são apenas paliativos e assim será enquanto houver exploração e o processo de acumulação capitalista. 

The present work of conclusion of course (TCC) has as its theme: Between repression and assistance: the administration of poverty by the Bourgeois State. It aims to understand how poverty is managed by the capitalist state using means ranging from repression to assistance. Based on this theme, the research was guided in the theoretical direction of Marx's historical-dialectical materialism. Thus, the research had a bibliographic character with a qualitative approach. The discussion will address the genesis of poverty and its particularity in capitalist society in view of the importance of the theme and its impact on the history of societies as well as the need to understand the phenomenon of pauperism as intrinsic to the capitalist mode of production, it is important to emphasize that the society changes over the years, generating different ideological conceptions in the way of perceiving this poverty, which directly interferes in the way such problems are faced. Starting from the conception that the State palliatively administers this poverty, we seek to answer questions about how this form of palliative administration occurs and the logic behind it. State administration is known to include repression and assistance. In this way, the research aims to contribute to the understanding of how the bourgeois state manages poverty just to keep it under control, easing it, but never trying to eliminate it, since it is functional and necessary for capital and it is not up to the State the role of eradicating it so as not to jeopardize its existence as a social complex of the bourgeois order responsible for reproducing the conditions for the continuity and reproduction of this same order. In this way, in this type of society, poverty will never end, and the instruments used by the State to confront it are only palliative and will be so as long as there is exploitation and the process of capitalist accumulation.
