O IDEB como indicador da qualidade das políticas públicas educacionais no município de Teotônio Vilela - AL

A presente pesquisa aborda o conceito e a aplicação do Índice de Desenvolvimento da Educação Básica (IDEB) no município de Teotônio Vilela – AL entre os anos de 2007 a 2021, enfatizando como seus resultados influenciam o sistema educacional municipal. Pretende-se realizar uma revisão bibliográfica com o objetivo de identificar através das visões dos autores as semelhanças nas definições e nos problemas que esse indicador apresenta, também, apresentar a discussão a partir das entrevistas realizadas com gestores escolares e técnicos da secretaria municipal de educação. A pesquisa define o IDEB como principal instrumento utilizado para medir a qualidade da educação atualmente em âmbito nacional, estadual e municipal, suas metas estabelecidas de acordo com os parâmetros do PISA (Programme For International Student Assessment) e as ações elaboradas para que se alcance os resultados desejados. Também explica quais são os principais fatores que influenciam os resultados dessa avaliação as limitações e as potencialidades vinculados ao IDEB, características da cidade de Teotônio Vilela, bem como a formulação da sua política educacional e como se articula as ações voltadas a avaliação do IDEB, apresenta as discussões e os resultados das entrevistas realizadas com dez gestores escolares e com a assessora especial da secretaria de educação. Nas considerações finais, é apontada a influência desse indicador na formulação das políticas educacionais municipal, e se esse índice consegue retratar a realidade das escolas dom município, considerando as mudanças no âmbito educacional e os fatores externos que influenciam esses resultados. 

This research addresses the concept and application of the Basic Education Development Index (IDEB) in the municipality of Teotônio Vilela - AL between the years 2007 to 2021, emphasizing how its results influence the municipal educational system. It is intended to carry out a bibliographical review with the objective of identifying, through the authors' views, the similarities in the definitions and problems that this indicator presents, also, to present the discussion from the interviews carried out with school managers and technicians of the municipal secretary of education. The research defines the IDEB as the main instrument currently used to measure the quality of education at the national, state and municipal levels, its goals established in accordance with PISA (Programme For International Student Assessment) parameters and the actions designed to achieve the desired results. It also explains what are the main factors that influence the results of this evaluation, the limitations and potential linked to the IDEB, characteristics of the city of Teotônio Vilela, as well as the formulation of its educational policy and how the actions aimed at evaluating the IDEB are articulated, presents the discussions and the results of the interviews carried out with ten school administrators and with the special advisor of the secretary of education. In the final considerations, the influence of this indicator in the formulation of municipal educational policies is pointed out, and if this index manages to portray the reality of schools in the municipality, considering changes in the educational scope and external factors that influence these results.
