Este trabalho trata de realizar um
apanhado geral sobre a habitação social no Brasil, sua relação com a
autoconstrução e o déficit habitacional, como ela foi e é lida pelo governo em
uma esfera secundária, desde a abolição da escravidão e surgimento dos cortiços,
até a reprodução de casas idênticas sem qualidade nos atuais conjuntos
habitacionais. Iniciativas sociais sempre tentaram amenizar os efeitos da
moradia irregular e assim surgiram serviços voltados a assistência técnica para
habitações de interesse social, que no século atual culminaram em uma Lei
nacional (11.888/2008) que visa, basicamente, trazer o serviço de arquitetura,
urbanismo e engenharia para famílias carentes de dinheiro e cidadania. Esse
instrumento jurídico esbarra em uma atuação pouco expressiva, sem grandes
resultados no déficit habitacional, pouco evitando a manutenção da
autoconstrução em áreas desprivilegiadas de serviços públicos. A abordagem
projetual foi realizada a partir de exemplos brasileiros que conseguiram
aplicar a Lei 11.888/2008 de maneiras diferentes: por meio de mutirão por
autogestão e de modo tradicional, em escritório e, em adição, pela escassez de
exemplares, é trazido uma análise de um escritório comercial. Este trabalho tem
como objetivo realizar um estudo preliminar de um escritório de assistência
técnica voltado às famílias carentes da região agreste do estado de Alagoas,
para que as problemáticas decorrentes da construção e moradia irregular sejam
amenizadas em caráter de regularização, conforto e qualidade construtiva.
This paper tries to give an overview of
social housing in Brazil, its relationship with selfbuilding and the housing
deficit, how it was and is dealt with by the government in a secondary sphere,
from the abolition of slavery and the emergence of tenements, to the
reproduction of identical houses without quality in today's housing estates.
Social initiatives have always tried to alleviate the effects of irregular
housing, and so services aimed at technical assistance for social housing have
emerged. In the current century, this has culminated in a national law
(11.888/2008) that basically aims to bring architectural, urban planning and
engineering services to families in need of money and citizenship. This legal
instrument comes up against little action, without great results in the housing
deficit, and does little to prevent the maintenance of self-building in areas
lacking in public services. The design approach was based on Brazilian examples
that have managed to apply Law 11.888/2008 in different ways: through
self-management and in a traditional way, in an office and, in addition, due to
the scarcity of examples, an analysis of a commercial office is provided. The
aim of this work is to carry out a preliminary study of a technical assistance
office aimed at needy families in the agreste region of the state of Alagoas,
so that the problems arising from irregular construction and housing can be
alleviated as a matter of regulation.
