Educação especial e serviço social no Brasil : contribuições à efetivação da educação especial

O presente Trabalho de conclusão de curso “EDUCAÇÃO ESPECIAL E SERVIÇO SOCIAL: contribuições à efetivação da educação especial” visa trazer uma análise histórica acerca da inserção das pessoas com deficiência na educação especial brasileira e as contribuições do Serviço Social neste espaço. A história do acesso das pessoas com deficiência na educação básica brasileira é marcada por desigualdades e uma cicatriz profunda de exclusão. Precisamente durante o século XX, as pessoas com deficiência não tinham acesso à educação e eram mantidas sob o cuidado da área da saúde, entretanto, ao entender a necessidade de incluir essas pessoas na rede regular de ensino, através de diversas lutas, a sociedade brasileira passou a reconhecer a necessidade de inclusão. Diante deste processo, nosso estudo realiza uma análise acerca da visão da sociedade e, portanto, do próprio Estado mediante o processo formativo das pessoas com deficiência, a partir da organização da educação básica e, posteriormente, da luta e reconhecimento da educação especial. Essas considerações foram fundamentais para demonstrarmos como a educação especial vem se organizando e como a atuação do/a assistente social pode contribuir com o acesso destes sujeitos ao direito social à educação. O estudo teve como metodologia a pesquisa bibliográfica e documental, as quais se basearam em intelectuais estudiosos da educação, da inserção do/a assistente social na educação, da educação especial; e em documentos e legislações que tratam sobre nosso objeto. A Educação Especial no Brasil passa por diversos processos e ajustes, avançando significativamente ao longo dos anos, principalmente com a implementação de políticas públicas inclusivas. No entanto, em sua prática ainda persistem desafios como a falta de estrutura, formação profissional insuficiente e resistência social à inclusão, entre outros fatores. Nesse contexto, o Serviço Social desempenha um papel importante ao intervir nas necessidades das pessoas com deficiência e na promoção da garantia do acesso dessas pessoas aos direitos sociais e educacionais.

This final paper on “SPECIAL EDUCATION AND SOCIAL SERVICE: contributions to the implementation of special education” aims to provide a historical analysis of the inclusion of people with disabilities in Brazilian special education and the contributions of Social Services in this space. The history of access of people with disabilities to basic education in Brazil is marked by inequalities and a deep scar of exclusion. Precisely during the 20th century, people with disabilities did not have access to education and were kept under the care of the health sector. However, upon understanding the need to include these people in the regular education system, through various struggles, Brazilian society began to recognize the need for inclusion. Regarding this process, our study analyzes the vision of society and, therefore, of the State itself, regarding the educational process of people with disabilities, starting with the organization of basic education and, later, the struggle for and recognition of special education. These considerations were fundamental to demonstrate how special education has been organized and how the work of the social worker can contribute to the access of these individuals to the social right to education. The study used bibliographic and documentary research as its methodology, based on intellectuals who study education, the inclusion of social workers in education, and special education; and on documents and legislation that deal with our subject. Special Education in Brazil has undergone several processes and adjustments, advancing significantly over the years, mainly with the implementation of inclusive public policies. However, in its practice, challenges still persist, such as the lack of structure, insufficient professional training, and social resistance to inclusion, among other factors. In this context, Social Services play an important role in intervening in the needs of people with disabilities and in promoting the guarantee of their access to social and educational rights.
