A nova política de alfabetização e o direito à educação no Compromisso Nacional Criança Alfabetizada

Este trabalho investiga como se
caracteriza a “nova” política de alfabetização decretada no Compromisso
Nacional Criança Alfabetizada (CNCA), tomando como eixo o direito à educação e
o reordenamento da política de alfabetização no Brasil. O problema da pesquisa
consiste em indagar como a “nova” política vem se estruturando a partir do
Decreto nº 11.556/2023. A escolha da temática está relacionada a investigações
iniciais desenvolvidas no âmbito do Programa Institucional de Bolsas de
Iniciação Científica (Pibic), a partir das quais se buscou aprofundar o estudo
sobre a política de alfabetização no Brasil. O objetivo geral é investigar a
estruturação da “nova” política de alfabetização do CNCA. Como objetivos
específicos, propõe-se compreender a influência do projeto neoliberal na
formulação da política educacional; examinar a constituição da política de
alfabetização a partir dos programas de alfabetização; realizar uma análise
descritiva do Decreto nº 11.556/2023; analisar a implementação do CNCA a partir
de documentos e dados oficiais; e verificar os desdobramentos do CNCA no Estado
de Alagoas. Metodologicamente, trata-se de uma pesquisa qualitativa, de
natureza descritiva e explicativa, apoiada em revisão bibliográfica. O texto
fundamenta-se nos seguintes autores: Osório (2014); Amaral, Novaes e Santos
(2021); Teixeira e Silva (2021); Silva e Santos (2023); Morais (2019); Oliveira
(2023); Bragamonte et al. (2024); Santos, Cavalcante e Marinho (2025). Em
articulação com esse referencial, o trabalho também examina o Decreto nº
11.556/2023, documentos oficiais e dados produzidos pelo MEC, buscando observar
como a atual política nacional de alfabetização vem se estruturando. Os
resultados indicam que o CNCA se apresenta como reordenamento da política
anterior, ao recuperar, no plano normativo-discursivo, o regime de colaboração,
a pluralidade de ideias e de concepções pedagógica e a defesa do direito à
alfabetização, mas mantém elementos de uma lógica centrada em avaliações, metas
e indicadores. Conclui-se que o CNCA amplia a coordenação federativa e oferece
instrumentos de implementação da política, mas não assegura, por si só, a
efetivação plena do direito à alfabetização, uma vez que sua concretização
depende de condições materiais, formação docente consistente, estabilidade
administrativa e enfrentamento das desigualdades estruturais.
This study investigates the
characteristics of the “new” literacy policy established by the National
Commitment for Child Literacy (CNCA), focusing on the right to education and
the restructuring of literacy policy in Brazil. The research problem centers on
how this “new” policy is being structured following Decree No. 11.556/2023. The
choice of topic stems from preliminary research conducted under the
Institutional Program for Scientific Initiation Scholarships (PIBIC), which
prompted a deeper study of literacy policy in Brazil. The general objective is
to investigate the structuring of the CNCA’s “new” literacy policy. Specific
objectives include: understanding the influence of the neoliberal project on
educational policy formulation; examining the constitution of literacy policy
through literacy programs; conducting a descriptive analysis of Decree No.
11.556/2023; analyzing the implementation of the CNCA based on official
documents and data; and examining the CNCA’s impact in the state of Alagoas.
Methodologically, this is a qualitative study—descriptive and explanatory in
nature—supported by a literature review. The text draws upon the following
authors: Osório (2014); Amaral, Novaes, and Santos (2021); Teixeira and Silva
(2021); Silva and Santos (2023); Morais (2019); Oliveira (2023); Bragamonte et
al. (2024); and Santos, Cavalcante, and Marinho (2025). In conjunction with
this theoretical framework, the study also examines Decree No. 11.556/2023, as
well as official documents and data produced by the Ministry of Education
(MEC), to observe how the current national literacy policy is being structured.
The results indicate that the CNCA represents a restructuring of the previous
policy by reviving— at the normative-discursive level—the collaborative framework,
the plurality of ideas and pedagogical approaches, and the defense of the right
to literacy; however, it retains elements of a logic centered on assessments,
targets, and indicators. It is concluded that the CNCA enhances federative
coordination and provides policy implementation tools but does not, in itself,
guarantee the full realization of the right to literacy, as its actualization
depends on material conditions, robust teacher training, administrative
stability, and the addressing of structural inequalities.
