O presente Trabalho de Conclusão de Curso (TCC) propõe uma reflexão crítica acerca da inserção e permanência de pessoas com deficiência no mercado de trabalho brasileiro, frente aos desafios e limites postos na contemporaneidade. Buscando responder em que medida o ordenamento legal brasileiro, voltado às políticas públicas e legislações acerca da inclusão laboral da pessoa com deficiência, tem garantido o acesso e a permanência de trabalhadores com deficiência no atual mercado de trabalho, discutindo as contradições existentes entre o discurso formal e a inclusão real, que caracterizam o atual cenário laboral brasileiro. Para tanto, buscou-se compreender a trajetória sócio-histórica da pessoa com deficiência, suas formas de reconhecimento e exclusão, bem como sua inserção no mercado de trabalho contemporâneo. Partindo-se de um estudo qualitativo, de caráter exploratório, a pesquisa se construiu a partir de levantamento bibliográfico e documental, com base nos referenciais teóricos de autores conhecedores do assunto, bem como de legislações vigentes e dados institucionais relevantes. Nessa perspectiva, a pesquisa apresenta e discute as relações sociais e laborais da pessoa com deficiência ao longo do tempo até o século XX, identificando de que maneira essas relações contribuíram para a construção do arcabouço legal brasileiro voltado à inclusão no mercado de trabalho. Ademais, a partir dessas proposições, pôde-se evidenciar que, apesar dos avanços normativos, ainda persistem práticas excludentes e limitações atitudinais e culturais que dificultam a efetiva inclusão e permanência desses sujeitos no atual mercado de trabalho. Por fim, concluiu-se que a inclusão laboral da pessoa com deficiência, embora respaldada formalmente por instrumentos normativos que representam avanços significativos na temática, ainda se concretiza de forma parcial, desigual, seletiva e segregada, evidenciando, assim, a necessidade de fortalecimento das políticas públicas e de transformações na conjuntura social e econômica.
This final thesis offers a critical reflection on the integration and retention of people with disabilities in the Brazilian labor market, in light of the challenges and limitations of the contemporary era. This study seeks to determine the extent to which Brazil’s legal framework—which focuses on public policies and legislation regarding the employment inclusion of people with disabilities—has ensured access to and retention of workers with disabilities in the current labor market, while examining the contradictions between official rhetoric and actual inclusion that characterize the current Brazilian labor landscape. To this end, we sought to understand the socio-historical trajectory of people with disabilities, the ways in which they have been recognized and excluded, as well as their integration into the contemporary labor market. Based on a qualitative, exploratory study, this research was conducted through a review of the literature and relevant documents, drawing on the theoretical frameworks of experts in the field, as well as current legislation and relevant institutional data. From this perspective, the study presents and discusses the social and labor relations of people with disabilities over time up to the 20th century, analyzing how these relations contributed to the development of Brazil’s legal framework aimed at labor market inclusion. Furthermore, based on these findings, it became clear that, despite regulatory advances, exclusionary practices and attitudinal and cultural barriers still persist, hindering the effective inclusion and retention of these individuals in the current labor market. Finally, it was concluded that the inclusion of people with disabilities in the workforce, although formally supported by regulatory instruments that represent significant progress in this area, is still only partially, unevenly, selectively, and segregatedly implemented, thus highlighting the need to strengthen public policies and bring about changes in the social and economic landscape.
